Large exchanges filed in a cluster before Brazil’s cutoff, as operating crypto companies moved to apply by Oct. 30, 2026. Submissions from the bigger platforms gathered between Oct. 20 and Oct. 27.

Two Filings Of Note

One international exchange applied on Oct. 23 through its Brazilian unit, choosing the intermediary category. A large exchange based in Brazil applied on Oct. 27 as a broker, which means its request spans both intermediation and custody. The categories reflect what each business does for its clients.

What The Categories Mean

An intermediary buys and sells crypto on clients’ behalf. A broker goes further and holds client assets in custody as well. A third category, the custodian, covers firms that hold and safeguard client crypto without trading for the client. The detailed rules that define all three took effect on Feb. 2, 2026.

Filing Is Not Licensing

Applying by the date is not the same as holding a license. The central bank has to grant one, and no license is final before that happens. Reviews can last well past the filing date. Meanwhile, firms that filed on time may keep serving their customers.

The Structure Of The Application

An application moves in phases. The opening phase is a standard request due on Oct. 30. A later phase follows once the central bank responds favorably, and it brings the full application to completion.

Obligations That Come With Applying

Applicants must satisfy capital, governance and control standards and send regular reports to the central bank. They must also keep client assets separate from company funds, so customer balances never blend with the platform’s own.

Where The Rules Came From

The regime goes back to a 2022 law requiring prior authorization for crypto providers and a 2023 decree giving the central bank the power to grant it.

The Market Angle

Brazil counts as a major crypto market in Latin America, and licensing is meant to bring exchanges under one framework. Customers have a practical interest in knowing who filed, since filers stay inside the supervised market.

Reading The Pattern

A late bunching of requests is common when a date is fixed in advance, and it says little about the outcome of any single application. What it does show is that the bigger platforms treated the date as a firm marker and prepared their materials to meet it, which is the behavior a regulator hopes to see when it sets a schedule.
